Abstract
This study examined the tasks of liberal education through local government, industry, and university in the Regional Innovation System and Education(RISE) environment targeting local government officials, industry employees, and professors in universities' liberal arts education departments. The main results of the three groups using needs analysis and IPA techniques are as follows: First, strengthening employment and entrepreneurship competency and revitalizing field-centered liberal arts education were highly demanded by local governments and industries, but professors recognized them as lower priority tasks. Second, securing the control tower role of a liberal arts education institution, establishing level-specific learning and small-class lectures, reorganizing the liberal arts curriculum completion system were perceived as priority tasks by professors, but for local governments and In industrial companies, it was at the lower list of priorities. Third, the tasks that local governments, industries, and professors consider as priorities were strengthening convergent thinking competency and strengthening digital literacy. Based on this analysis, the study suggested how cooperation between local government, industry, and university should be reflected in liberal arts education in the Regional Innovation System and Education (RISE) environment.
