Abstract
The current development of transportation not only has a positive impact in Indonesia, but also have negative impact that is troubling the public, because of the many costly traffic violations especially violations committed by minors. The purpose of this study is to determine the legal arrangements for traffic violations by minors, how is the implement, constraint factors and solutions to legal protection of traffic violations by minors. This research uses empirical research methods and qualitative research approaches.Based on Law Number 22 Year 2009, Regarding Road Traffic and Transportation. It has been clearly stated that only people who have a driver's license can drive a motorized vehicle on the road and will be there has a legal sanctions for those who violate the traffic regulations. The results of research conducted at the Barelang Police, Batam City, legal arrangements for traffic violations by minors tend to be resolved by Restorative Justice and Diversion. The implementation is by means of preventive and resprensive efforts, the obstacle factor consists of parental, environmental and social factors. While the solution taken to overcome is with add personnel for supervision in the field of traffic and counseling about traffics regulations.
