Abstract

Disaster management and anticipation is an absolute and a primary priority for every country. Within the last few years the Southeast Asian region has established an authority in the field of disaster management to reduce disaster risk and increase preparedness and public awareness in dealing with a disaster. This research analyzes and describes the communication model carried out in the West Sumatra Regional Disaster Management Agency (BPBD) communication process in disaster socialization in order to increase public participation in disaster awareness with qualitative methods and descriptive. The results showed that the communication carried out by West Sumatra BPBD in Disaster Socialization was carried out through three important stages, namely Pre-Disaster, Emergency Response and Post-Disaster, the main focus of socialization activities on the glass wall and disaster preparedness (Pre-Disaster) in this case West Sumatra BPBD as the organizer of interaction in West Sumatra conducted Structural and Non-structural socialization in this case related to all DPOs and related stakeholders.However, the communication and outreach process that was carried out was not optimal and targeted this was due to the low negotiations between the OPD and the Community related to the limited human resources and budget of the Government for disaster activities, for that the Regional Disaster Management Agency (BPBD) of West Sumatra Province needs to allow communication Dissemination in terms of disaster mitigation, evacuation routes, shelters, and the provision of a budget and disaster management plan (PRB) in the future to reduce casualties and the increased impact of disasters.
