Abstract

The increasing rate of new Information and Communication Technology (ICT) use needed to be developed by Indonesian higher learning institutions in the Competitive Environment of the Global Education Industry is influencing the higher education industry as we know it nowadays. This new ICT implementation is considered one of the conditions in the Framework for contingencies factors outlined in Strategy of Implementation of ICT. This paper will focus on the challenges those covering both internal and external in one organization, to the issue of implementing ICT at the institutional level. Results are discussed in the light of institutional changes taking place in Indonesia.Purpose - To analyze the implementation of iCT using the operations management strategy concept better utilise not only the internal environments, but also aims to examine the impact of external factors of ICT strategic implementation (endogenous and exogenous variable).Approach - The researcher takes a methodological approach by using a survey method. Structural Equation Modelling (SEM) is employed to analyse the data collected from a sample of faculty members in order to test the causal relationships proposed in the research model.Findings - The results of the empirical study demonstrate that attitude constructs has more significant effect in fostering ICT-oriented for higher learning staffs' adaptability. The effect of ICT on the structure and alliances were also depicted in the explanation of ICT.Practical implications - Management of higher learning should recognise the importance of allocating resources to ensure the gathering for and dissemination of and responsiveness to ICT implementation in both internal and external environments: this will likely enhance positive staffs' attitudes; even though job satisfaction does not support it.Moreover, the paper's findings do not support the hypotheses that increased levels of job satisfaction enhance the success of strategic implementation.Values- Despite claims that the implementation of ICT means in the internal environment is also paramount vital for external purposively success, this relationship has not yet been extensively discussed in the literature. The paper's results provide quantitative evidence to support this relationship. Also, this paper offers additional research on the role of strategic­ alliance's dimensions such that on opportunity, partnership and competition purpose, these might present interesting challenges for further research among practitioners and academics in the area of operations as well as strategic management.Results also indicated that usage strategy of ICT implementation is more liable on strategic management in nature, besides integrating state of the arts computer technology.So, this operations model of the ICT implementation needs to be taken care of, as the endogenous variable, to the support of the institutional strategy. Because change is continuous, institutions need to constantly assess and review their progress towards their goals, and accept that goals may need to be redefined as changes in the environment occur. The changing environment and the organizational issues surely would be influential on the attitudes.
