Abstract

ICT (Information and Communication Technology) implementation represent a change form, bringing impact to organization at process business and also human resource. Change frequently generate resistent of individuals in organization. Therefore management of change in each every ICT implementation must be done with good planning. So that ICT implementation can be put accross, on schedule and utilized as according to its function.This research, aimed to developed change management strategy of ICT implementation at government agency that is BPN RI, takenly case study of implementation Land Office Computerization. Strategy Formulation was conducted by reffering to Enteprise Wide Change framework that use Systems Thinking approach. Change management strategies proposed to be expected can give contribution at BPN RI which is implementing agenda in ICT Grand Desain.
