Abstract

In Britain following the 1969 Housing Act an emphasis was placed upon the rehabilitation of housing and of urban renewal. Leicester, a particularly enlightened local authority in its renewal strategy, has over the past decade closely followed a policy of conserving the quality of inner urban housing areas. Supported by the 1974 Housing Act, a Renewal Strategy based upon a programme of Housing Action Areas was set in motion to upgrade over a third of the city's housing stock in a twenty year period.
