Abstract
Transformation of an IS function is difficult under the best of circumstances, but when this transformation is forced by factors beyond the control of the organization, it becomes increasingly challenging. This study follows the information systems transformation of the US Naval Construction Forces which was mandated as a result of the turbulent environment, budget cuts, and military "right-sizing. " The transformation process was conducted with the action learning method infrequently used in information system’s research. This method directly involves the researcher in the organizational change effort while placing organization members in close collaboration with the researcher on what is known as an action learning set. The method seeks to transform the organization while developing the participant into more efficient and knowledgeable employees. The project is illustrated in phases and the successful migration from a highly centralized to a decentralized organization is presented through a case study.
