Abstract

In this paper, we present a novel framework for the forward bit-rate control method for a real-time MPEG video encoder. First, we propose bit-rate estimation and control algorithms based on the linear relationship between the actually generated bit count and the codeword count. Then, we also propose an encoder architecture for real-time MPEG video. Simulation results show that the proposed algorithm provides more accurate controllability and better picture quality than those of the MPEG TM5. Since the proposed buffer control algorithm can be managed efficiently even for small buffer sizes, it can be used for low-cost communication terminals or consumer-oriented products.
