Abstract
A structural diagram of a hierarchical information and telecommunications system, the most general formulation, as well as a general approach to solving the choosing problem of the systems engineering solutions for the creation (development) of a hierarchical information and telecommunications system, taking into account resource constraints at individual planning stages, are adduced. The complexity estimation of the exact algorithm for solving the assigned task is carried out, the application of an approximate solution method, on the basis of which an algorithm is proposed for solving the problem is justified.
