Abstract

This chapter describes examples of principles and best practice for development assistance that have emerged from high-level meetings on aid effectiveness and financing for development over the last 20 years. These include the importance of country ownership, alignment with public health goals, harmonization, partnership, mutual accountability, additionality and sustainability. The chapter then describes the relevance for those working to prevent and control NCDs. The chapter reviews the role of United Nations agencies, development banks and other regional and international organizations, as well as bilateral government agencies, in providing leadership and support for the prevention and control of NCDs at the global, regional and county levels. The role of bilateral development agencies is also described with a brief exploration of possible reasons why these agencies have yet to include NCD prevention and control as a central part of their health and development policies and strategies.
