Abstract

This spring will mark a milestone in Afghanistan's transition, when Afghan forces assume responsibility for security across the entire country. The transfer from NATO command has occurred in four stages: Afghan forces now take the security lead in 24 out of 34 provinces, covering 87% of the population, including the whole of Kabul. The fifth tranche – details of which have yet to be announced – will be the final one, ahead of the withdrawal of all foreign combat forces by the end of 2014.
