Abstract
The "Nord-Pas-de-Calais" is a region where the territorial identity is developing but this region has a bad picture in spite of many qualities. Various acts lead by local and national people. This paper examines the transport in the North France, area of circulation between the South – Europe and the the North – Europe. Different planning and implementing strategies, together with various human roles and attributions, are then brought into play so as to develop the territory in question and to preserve environment (example of "Plateforme multimodale de Dourge").
