Abstract

To face with digital divide challenge in e-government implementation, we can combine manual and electronic processes in government administration. To be able to validate in an electronic scheme two methods have been proposed each by Putro and Husain. This study will compare the accuration the validation method between perceptual hash proposed by Putro with the method proposed by Husain for validating damaged physical documents, especially those caused by a disaster. This quasi-experimental study was conducted by comparing the hash value of the original document with those of six variations of the document’s damage. While the type of document for testing includes: text, image, and combined text-image documents. As a result, Perceptual hash proposed by Putro is better than Husain’s method for validating physical documents because of its tolerant 4 out of 6 types of damage.
