Abstract

Jubbansa is appointed after the Song notifies that it will send a delegation, and takes charge of receiving and escorting the delegation from the moment it enters the Goryeo territory to when it reaches the government office in Gaegyeong, as well as during the delegation’s return. In comparison, Gwanbansa is appointed after the delegation reaches Yeseong River, and takes charge of receiving and escorting the delegation during its stay in Gaegyeong.BR Their positions were mostly Sangseo and Sirang of the six ministries of Sangseo. However, depending on the delegation’s rank and the importance of diplomatic agenda, sometimes Chumil (the junior grade of the second rank) of Jungchuwon was appointed. In selecting Jubbansa and Gwanbansa, their academic background and experiences in diplomatic activities with Song were regarded most important.BR The appointed Jubbansa and Gwanbansa took care of welcoming and sending off of the Song delegation. Also, during the course of receiving the delegation, Jubbansa and Gwanbansa directly engaged in Song-Goryeo negotiations and served as diplomatic officials to bring interests to Goryeo.
