A Study on the Meaning of ‘Global Justice’ as the Foundation for Global Citizenship Education

Abstract

글로벌 사회에서 시민성은 주체와 대상, 범위의 확장으로 인한 폭넓은 글로벌 차원에서의 범주를 필요로 한다. 이를 위한 글로벌시민교육은 전 세계적으로 그 필요성을 인정받고 있으며 시민에 대한 논의 또한 국가 공동체 수준을 벗어나 지 구촌 공동체의 일원으로서의 자질 함양을 요구하고 있다. 본 연구에서는 글로벌 공동체의 평화와 지속가능한 유지를 위한 글로벌시민교육의 바람직한 방향으로서 ‘글로벌 정의’를 제안한다. 이는 국가 차원을 넘는 수준에서 민주주의의 원리를 실 현하여 모든 구성원들이 적정 수준의 삶을 누릴 권리가 있음을 강조한다. 논의를 위해 Rawls가 주장한 사회정의의 원리와 이를 바탕으로 한 글로벌 정의의 개념들을 Sen, Pogge 등의 논의를 중심으로 살펴보고 자원, 기회, 역량 등의 분배 및 교육적 개입에서 정의의 개념이 어떻게 쓰이는지 살펴보았다. 이들은 기본적으로 민주주의를 기반으로 글로벌 차원의 공동체 구성원들이 누리는 인권을 보장하고자 하는 공통점을 가지나 각종 사례에서 국제사회에서 적용될 수 있는 분배 정의 에 대한 다양한 주장을 나타내기도 한다. 바람직한 사회의 정의 확립을 위한 방법으로는 기회의 평등을 통한 재분배의 가능성을 제공한다는 측면에서 많은 학자들이 교육을 꼽으며 교육적 개입의 국제적 사례들을 통해 그 가능성과 한계를 보인다. 그러나 지속가능한 글로벌 공동체 는 구성원 개개인의 의지와 참여를 바탕으로 한 아래로부터의 글로벌화를 통해 이루어지므로 이를 글로벌시민교육의 지향점으로 보고 좋은 시민, 좋은 사회를 구상하기 위한 토대로서 글로벌 정의에 대한 사회적 합의를 강조하였다.This research has been done to find the basic elements of global citizenship required for Global Citizenship Education(GCE). Global justice can be said to be the foundation of the most desirable direction of GCE. It states that the principle of democracy should extend beyond a nation-states’ border to ensure that all of the members have a decent life in the global community. Firstly, the paper reviews the principles of Rawls’s social justice. Sen, Pogge’s theory which is based on Rawls’s, builds upon and focuses on the materials, opportunities, and capability of social justice on a global level. It suggests an expansionary global justice concept. The similarities amongst the various research about global justice is to protect human rights. However, there are different applications for each circumstance. Secondly, an advisable method of establishing global justice can be through education. Therefore there are many educational interventions, expecially in developing countries, where some are successful but others are not. Every intervention has both potential as well as drawbacks. Sustainable global communities can be made from “globalization from below (bottom to top)” which requires each member’s participation and willingness. Social consultation about global justice could be the foundation for GCE to help shape students into good citizens.
