Abstract

이 연구의 목적은 정부가 도입한 읍⋅면⋅동 중심 커뮤니티 케어의 효율화를 위한 통합사례관리 연계 네트워크 실천 방안 제시를 목적으로 한다. 이의 근거는 국민의 평생사회안전망 보장을 위한 사회보장기본법, 사회보장급여법 시행과 찾아가는 보건복지서비스 전달체계에서 통합서비스를 관장하는 읍⋅면⋅동 중심 통합사례관리 제도의 확대이다. 따라서 본 연구의 목적을 달성하고자 OECD 복지국가들의 커뮤니티 케어 제도를 분석하였고, 한국에서 도입한 커뮤니티 케어의 개념과 통합사례관리의 통합적 개념인 공공재적 사회서비스 성격을 고찰하였다. 또한 커뮤니티 케어와 통합사례관리의 연계 및 네트워크 실천을 위한 읍⋅면⋅동 복지환경의 대내외적 여건 분석을 위하여 최초로 SWOT 분석을 시도하였다. 커뮤니티 케어 체계에서 지역사회 통합돌봄 서비스 이용자(Service User)의 초기 접수로부터 노후에 이르기까지 서비스를 관장하는 읍⋅면⋅동 중심 통합사례관리의 핵심은 공공과 민간의 협력을 전제로 다양한 기관, 전문가 연계, 네트워크, 조정을 거쳐 서비스 이용자의 욕구를 충족시키는 과정이다. 이에 읍⋅면⋅동, 지역사회보장협의체, 돌봄서비스 기관, 종교⋅봉사단체 등의 네트워크화와 공⋅사 혼합복지체제로 효율화를 기해야 하는 지방자치단체의 복지거버넌스 전략과 새로운 거버넌스(New Governance) 기능으로 돌봄공동체 구축을 위한 커뮤니티 케어와 통합사례관리 연계 및 네트워크, 조정 기능을 제언하였다.The purpose of this study is to propose a linking integrated care management liaison network to promote the efficiency of the municipal-centered community care introduced by the government. The legal and administrative bases for this include the Framework Act on Social Security to ensure the life-long social security network and the expansion the municipal-centered integrated care management system that governs the integrated services developed from the visiting health and welfare service delivery system. Therefore, to achieve the purpose of the study, community care cases among welfare states have been examined, followed by the understanding of concept and theory of Korean community care services and the analysis of the characteristics of social service system. In addition, the study has conducted the first-of-its-kind SWOT analysis on the welfare environment for community care and integrated care management liaison network. The key to the success of the municipal-based integrated care management system that takes care of a comprehensive range of services from the initial-stage receipt of care service users to the senior care is to meet the needs of care service users through various institutions, linkage with experts, networks, and coordination based on cooperation in both public and private sectors. The study has, thus, found that the system of care services requires a welfare governance strategy to build a network of various relevant players, including local self-governing bodies, municipal assurance consultative groups, care service providers and religious and voluntary service groups and to promote the efficiency with the mixed welfare system of both public and private sectors. All in all, the study has suggested the strategy to build up the roles and responsibilities of local welfare governance that promotes linkage and networking to be able to strengthen the new governance function, consolidate the community and integrated care management, and to facilitate the access to the integrated services.
