Abstract

This study aims to provide a conceptual understanding of the wicked problems and to propose a solution to the wicked problems by applying the concept of the wicked problems to the problem of duplication between Vocational University Colleges and polytechs, which are representative institutions of higher vocational education The wicked problems refers to social problems that cannot be solved by mechanical rationality. The wicked problems is no exception to higher vocational education. The problem of higher vocational education is a typical wicked problem involving institutional complexity, scientific uncertainty and various stakeholders with different preferences. In these background, this study was conducted to seek a solution through systematic review and evaluation of the problems of University Colleges and polytech. First, in order to confirm whether the problem of University Colleges and polytech belongs to the wicked problem, the factors that cause the wicked problem, the characteristics and attributes of the wicked problem, and the limitations of wicked problem study were identified, and applied to and analyzed the wicked problem. Next, I tried to present a solution to a desirable wicked problem in the future. For this purpose, solution to overcome the wicked problems was sought based on an understanding of the reality of higher vocational education.
