Abstract
본 연구의 목적은 통일 이후 남한의 공공부조형 주거급여제도를 북한에 적용하는 제도이식의 관점에 기초하여 북한지역 주거급여제도를 설계하는 것이다. 이를 위해 통독 이후 동독에 적용하였던 주거보조금 제도를 역사적으로 고찰하고, 한반도 통일 이후 북한에 적용할 공공부조형 주거급여 적용방안을 제시하였다. 본 연구를 통한 주요 결론은 다음과 같다. 첫째, 독일의 경험과 마찬가지로 급진적 주거정책 통합이 아닌 장기적 관점에서 점진적 주거정책 통합 방안이 요청된다. 둘째, 통일독일의 동독 주거보조금 사례를 볼 때, 주택사유화 과정에서 필연적으로 발생할 주거취약계층을 위한 공공부조형 주거급여 제도가 요청된다. 셋째, 인구이동 최소화를 목표로 실행한다면, 통일 초기 한시적으로 북한 거주 북한주민과 남한 이주 북한주민에 대한 차등적 주거급여를 고려 할 수 있다. 마지막으로 통일 이후 발생할 주거문제에 적절히 대응하기 위하여 통일인지적(unification-perspectives) 관점에서의 학술적, 정책적, 실천적 과제를 제시하였다.
