Abstract

본 연구는 Kingdon의 다중흐름모형을 활용하여 2012년부터 2018년까지의 국가수준 학업성취도 평가 정책 변동과정을 분석하고자 하였다. 국가수준 학업성취도 평가는 오랜 기간 지속되어 온 교육정책임에도 불구하고, 정책변동 과정에의 합리성이 전제되지 않았다. 분석 결과 국가수준 학업성취도 평가 정책은 행정부의 교체 시기인 2013년과 2017년에 정책 결정과 집행을 포함하는 정책 변동이 이루어졌다. 또한 정책변동에 있어서 정책참여자와 정책선도가의 역동적인 상호작용이 중요하게 작용하였다. 국가수준 학업성취도 평가 정책 변동과정을 나타낸 본 연구의 결과를 바탕으로 향후 국가수준 학업성취도 평가 정책의 합리적 집행을 위한 시사점을 도출하였다.This study analyzed the process of policy change in the National Assessment of Educational Achievement(NAEA) from 2012 to 2018 by applying Kingdon s multiple stream model. Despite the long-standing education policy, NAEA policy was not based on the rationality of the policy change process. This study considered that the policy window which is a combination of policy issues, policy alternatives, and political flows occurred at the time of the change of the administration, as major policy change and tried to analyze the process of NAEA policy change. According to the analysis, NAEA policy changed in 2013 and 2017 when the administration was replaced. In addition, dynamic interaction between policy participants and policy entrepreneurs played an important role in policy change process. Based on the results, this study suggested ways for the rational implementation of NAEA policy.
