Abstract
Under the guidance of triple helix theory, universities have paid more and more attention to the technical potential and economic value of knowledge innovation; meanwhile they have taken great interest in the innovative activities both in the basic and applied fields. The discipline boundaries become blurred. Beyond the single entity, the knowledge innovation of universities stresses the involvement from external organizations such as the government and business enterprises and the strategic cooperation and linkage with them to promote heterogeneous resources' reorganization and movement among universities, governments and corporations, to improve resources management, and to form an effective system with each side into full play.
