Abstract
By Joint Decree No. 760 of the CPSU Central Committee and the USSR Council of Ministers, dated September 24, 1968, "On Measures to Improve the Operating Efficiency of Scientific Organizations and to Accelerate the Introduction of Scientific and Technological Achievements into the National Economy," many barriers between science and industry were eliminated and progressive forms of management were recommended. It was proposed to ministries and agencies of the USSR and to the councils of ministers of the union republics that, when necessary, research-production amalgamations [nauchnoproizvodstennoe ob'edinenie] be established that would unite research institutes with their project-design as well as technological subdivisions and industrial enterprises.
