Abstract

A report of the Commission of the European Communities (CEC) dated 28 August 1989 proposes a restructuring of the framework of the Community's research and technological development. The report (COM(89)397 final, August 1989 [1]) reflects new choices by the Commission and constitutes the third in a series of framework programs. The report recommends that the 1990-1994 framework program be regrouped under three main headings: Enabling Technologies; Management of Natural Resources; and Management of Intellectual Resources. Six activities will be covered under these headings. To comment briefly on the six activities now planned for 1990-94, the first, Information and Communication Technologies, is being structured as the nerve system for the Single Europe concept
