Abstract

Although the qualitative effect of pollution controls on output and employment may often be predicted on theoretical grounds, the quantitative effect is less easily measured. This paper presents estimates of the changes in employment and output which would have occurred in the Canadian pulp and paper industry if 198o pollution control standards had been imposed in 1959. It is estimated that by 1969, employment would have been reduced by at most 1.3 per cent and output would have fallen by at most 2.5 per cent. The econometric model on which the results are based is described and some general conclusions offered.
