A Scientific-Practical Analysis of the Study of Penal System Employees’ Opinion in Russia on the Problem of Criminal Leaders in Custody

Abstract

On the basis of sociological research conducted by the authors, the article provides a criminological analysis of the phenomenon of criminal leaders (“thieves in law”, “proprietors”, “overseers”, etc.) in custodial settings of the penal system of Russia. The authors come to the conclusion that in order to solve the problem of criminal leaders, not only legal, but also ideological tools are needed, which, unfortunately, have not yet been developed either by science or practice.
