Abstract
Should South Africa have endorsed the charter of the new regional cooperation initiative, the Indian Ocean Rim Association for Regional Cooperation (IOR‐ ARC)? And, on what basis? From the political, historical, cultural and other perspectives a fairly strong case for participation has been established. This paper is, however, pessimistic on account of the fact (hat free‐trade conditions in the IOR regional arrangement are unlikely to enhance South Africa's comparative advantage towards technology and human capital intensity ‐ the basis for international competitiveness. Therefore, congenial conditions for technology transfer and accumulation are a critical success factor that must be negotiated at governmental level for successful participation.
