Abstract

Is election administration, including but not limited to counting and recounting votes, an ethical enterprise? This question came to the fore in Florida during the 2000 presidential election imbroglio. A roundtable exchange examines the ins and outs of legal, managerial, ethical, and partisan issues from the perspective of three Florida supervisors of elections. The participants conclude that competent, ethical election administration is vital to the health of American democracy and must be more fully professionalized.
