Abstract

E-government is the production of network technology during the information age, taking up a significant role in the national informative construction. Laying emphasis on the construction and development of e-government has become an inevitable choice for various countries to enhance government efficiency and to improve government competitiveness. E-government, the construction of which causes huge costs of funds and involves extensive fields, though has the potentiality to reduce administrative costs, may still increase costs under inappropriate strategies. The present paper, through the analysis of e-government's impact on administrative costs control, both positively and negatively, has deducted the basic principles of China's e-government construction in view of administrative costs control. Based on the principles, this paper presents recommendations for the development of national e-government, expecting to assist governments at all levels to formulate completed and reasonable development strategy.
