Abstract
This article identifies the ten major public personnel management policy goals that the Intergovernmental Personnel Act program is emphasizing. In outlining these "policy goals," the authors focus on ways in which effective personnel management can contribute to the efficacy of other management functions and to program delivery in general. Implicit in the discussion is the belief that all individuals interested in the governmental personnel function should pay more attention to the development of a framework of priorities for personnel policies in the 1980's.
