Abstract

We often tend to forget Bolivar's constitutional attemps, although they deserve fuller attention. First, as texts directly elaborated by the Libertador himself, they sum up the contemporary ideology which had legitimated the fight for independance. Second because they tended to codify quasi dictatorial f orms of government ( war dictatorship, revolutionnary dictatorship or the later measures of 1828) which, contrary to common wisdom, did not represent a betrayal of republican ideals but rather the best possible solution ot running societies that the violence of the Warof Independance had practically brought back to a« state of nature »
