A preliminary evaluation of alternatives for treatment of INEL Low-Level Waste and low-level mixed waste

Abstract

The Mixed and Low-Level Waste Disposal Facility (MLLWDF) project was established in 1992 by the US Department of Energy Idaho Operations Office to provide enhanced disposal capabilities for Idaho National Engineering Laboratory (INEL) low-level mixed waste and low-level waste. This Preliminary Evaluation of Alternatives for Disposal of INEL Low-Level Waste and Low-Level Mixed Waste identifies and evaluates-on a preliminary, overview basis-the alternatives for disposal of that waste. Five disposal alternatives, ranging from of no-action`` to constructing and operating the MLLWDF, are identified and evaluated. Several subalternatives are formulated within the MLLWDF alternative. The subalternatives involve various disposal technologies as well as various scenarios related to the waste volumes and waste forms to be received for disposal. The evaluations include qualitative comparisons of the projected isolation performance for each alternative, and facility, health and safety, environmental, institutional, schedule, and rough order-of-magnitude life-cycle cost comparisons. The performance of each alternative is evaluated against lists of ``musts`` and ``wants.`` Also included is a discussion of other key considerations for decisionmaking.
