Abstract
A plan for a County Motor Vehicle Transportation System should be developed without regard to political boundary lines; it should be financed upon the basis of benefit; and the planned system should be built upon priority of needs. These are the steps necessary to achieve a balanced and integrated system of state highways, county roads, and city streets to best serve the highway user and to encourage optimum social and economic development of the county.
