Este estudo tem por objetivo primeiro analisar como os Institutos Federais se integraram na oferta da Educação Superior no Brasil. Articuladamente, averiguar-se-á como ocorreu o processo de interiorização das vagas. Ao criar os Institutos Federais no ano de 2008, o governo federal os definiu como instituições de educação superior, básica e profissional, promovendo a ampliação do número de vagas no país. Foi empregada uma pesquisa quanti-qualitativa. A coleta de dados foi realizada a partir das informações do Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira – INEP, por meio do sistema do Censo da Educação Superior, entre os anos de 2008 a 2017. Os resultados preliminares demonstram como ocorreu a ampliação e interiorização das vagas, com uma contribuição decisiva dos Institutos Federais no acesso à educação superior em regiões que até então não eram atendidas.

This study was centered in the research line of Labor, Society and Education and its subject fits more specifically into the sub areas: Educational Reforms and Impact on Educational Institutions, dealing with the theme "Formation Policies in Higher Education for Special Education". Immersing ourselves in this context, the thesis defended in this study was that, with the implementation of the Bologna Process, Higher Education in Brazil, as the rest of the world, was significantly affected influencing or even serving as a model for the reorganization of university structures and of higher education systems emerged from Europe. Thus, the objective of this study was to analyze the Bologna process and its influence in higher education, especially the Brazilian and Portuguese initial formation policies aiming inclusive education. More specifically: 1) analyze the transformations in Brazilian higher education due to the influence of the Bologna Process in regard to the initial formation with a view to Inclusive Education. 2) Identify the transformations in higher education in Portugal and Brazil from the Bologna process and which are the Brazilian and Portuguese specific special education policies for teacher formation. 3) Describe and reflect on the obstacles, barriers and possibilities of teacher formation for Special Education. About the methodological point of view, we did not start our reflection by similarities, but by the differences from the historical process. It was used the documental research, with descriptive and interpretative analysis features. From the empirical point of view, the study was delimited spatially in the two countries (Brazil and Portugal). The study population was composed by Policy Formation documents for higher and special education in both countries. With the theoretical references, was made the confrontation and analysis of all data found in the development of all the research, namely: deadlocks, barriers and notes for the theme in question. As a result, it was evidenced that the special education model proposed by hegemonic groups, through the public policies for the area, carries within, implications for education systems, for schools, for agencies of initial and continuing formation, as well as for formation policies. It is also a consensus that educational reforms, is increasingly gain an international character and this can be understand as a way to also globalize this sector. Thereby, teacher formation has been a root in all countries, as a way to highlight the importance of educational performance for economic growth -which in theory depends on the performance of education professionals. Regarding the formation for Special Education, the fact is that it is not mentioned in the educational debate at the Bologna Process. The gap between education and special education represents, in our understanding, to be the first and most important discrimination, preventing this type of education to discuss its educational praxis, by placing itself into a secondary category, that upon later subtly protrude all the others discrimination -for example, the civil, legal, labor and cultural.

MODERN APPROACHES TO DESIGNING CONTENT EDUCATION IN CRISIS SITUATIONS

Today, the existence of independent Ukraine as a civilized country with a European vector of development is under threat. For higher education, the problem of training qualified specialists capable of rebuilding the agricultural sector of our country is extremely acute. After all, military aggression led to the loss of human potential, including the displacement of participants in the educational process within Ukraine and abroad (more than 2,000 educational institutions were damaged by bombings and shelling, more than 200 of them were completely destroyed); among pupils/students and teachers/teachers there are killed and wounded (since the beginning of the war, as of mid-August 2022, 361 children died and 711 were wounded; more than 8 million people crossed Ukraine). A significant number of higher education institutions were completely or partially destroyed (as of July 22, 2022, 7 institutions of higher education and 9 institutions of professional pre-higher education were completely destroyed, 46 institutions of higher and postgraduate pedagogical education, 69 institutions of professional pre-higher education were damaged. The greatest destruction and damage was experienced by institutions of higher education and professional pre-higher education of Donetsk, Luhansk, Kharkiv, Chernihiv, Mykolaiv, Zaporizhzhia regions. Part of the students lost full access to educational resources, although in the majority of institutions the educational process during the period of martial law was organized in the form of distance learning.Higher agricultural education also suffered significant losses. In order to organize safe education, universities were relocated from the occupied territories, including agricultural higher education institutions: Dmytro Motornyi Tavri State University of Agrotechnology, Luhansk National Agrarian University (joined to Volodymyr Dal East Ukrainian National University by a separate order of the Ministry); Kherson State Agrarian and Economic University, etc. Therefore, we consider it urgent to search for innovative ways of high-quality professional training of future specialists during the war and after its end in Ukraine. The subject of the research is designing the content of education in crisis situations.Overcoming the crisis in higher education caused by the war requires decisive action. Therefore, when developing educational resources, university teachers should focus on the Strategy for the Development of Higher Education in Ukraine for 2022–2032 and the Operational Plan for its Implementation in 2022–2024. This strategic document defines the priorities of the higher education system at the current stage of development of society and the country's economy, as well as the main characteristics that will be formed by 2032. The goals and objectives of the Strategy are a detailed road map for rebuilding and continuing the reform of the higher education system in the post-war period. Completing the tasks defined by the Strategy will reduce the destructive consequences caused by the full-scale invasion of the Russian Federation on the territory of independent Ukraine.Modern realities require changes in the organization of the educational process in higher education. The purpose of the article is to study the conceptual foundations of designing the content of higher education, taking into account the peculiarities of the educational process in crisis conditions.The research methodology is based on basic research in the philosophy, pedagogy and psychology of professional education; the general psycho-pedagogical theory of learning and cognition, in particular about the relationship between theory and practice; on the conceptual positions of pedagogy and psychology regarding the role of computer-oriented methods, means and forms of education in the professional training of future specialists in higher education, on person-oriented, systemic, integrative and professional approaches to teaching and education of students of higher education institutions. To solve the research tasks, the study used a complex: theoretical – analysis of philosophical, pedagogical, psychological, methodical literature and information resources of the Internet, which highlight the problems of forming the content of education in the process of professional training of future specialists; analysis of domestic and foreign experience and conceptual approaches to the study of this problem; analysis of the peculiarities of the educational process in crisis conditions.Conclusions. The war has intensified and expanded the challenges already facing education due to the COVID-19 epidemic. For the Ukrainian educational system, this test became a kind of incentive that opened a window of new opportunities, becoming a catalyst for long-overdue modernization changes in education. First of all, it is about the development of digital and distance education, in particular online. In accordance with these forms of education, the content of education should be adapted. When designing the content of higher education, it is necessary to take into account the integrative nature of modern educational disciplines, their purposeful orientation towards holistic and systematic preparation for professional activity. One of the important conditions for designing the content of education is to take into account the needs of the labor market in our country in the near future and focus on Ukraine's entry into the European educational space.

Demand and Supply for Higher Education in Brazil

The chapter discusses higher education (HE) in Brazil in the last 15 years, a period during which Brazil underwent a process of continuous economic growth and marked social inclusion, with significant impact on HE. Two factors explain the exponential expansion in enrollments in the last two decades; the raising aspirations for the benefits of HE by the students and their families, and changes in the labor market. The chapter starts with a description of the HE system. In the second part, we discuss the profile of the demand for HE in Brazil. In the third part we present how the system as a whole has responded to the challenge of expansion and inclusion. In the fourth and final part, we analyze the characteristics of Brazilian higher education institutions (HEIs) in the offer of courses and the market demand for qualified people. Among other aspects, the chapter shows that it has been easier to respond to the demands for social mobility than to the requirements of a modern economy.

Higher education, unbundling, and the end of the university as we know it

Unbundling is the process through which products previously sold together are separated into their constituent parts. In higher education, this dynamic has been driven primarily by financial motivations, and spearheaded by the for-profit sector, but also has pedagogical motivations through its emphasis on personalization and employability. This article presents a theoretical analysis of the trend, proposing new conceptual tools with which to map the normative implications. While appearing to offer the prospect of financial viability and increased relevance, unbundling presents some worrying signs for universities: frst, the removal of possible synergies between teaching and research, and between different modes of learning; second, the undermining of the ability of institutions to promote the public good and ensure equality of opportunity; and third, the threat of hyperporosity to the conducting of basic research with long-term benefits.

\nA desagregação é o processo pelo qual os produtos anteriormente vendidos em conjunto são separados em suas partes constituintes. No ensino superior, esta dinâmica tem sido impulsionada principalmente por motivações financeiras e liderada pelo setor com fins lucrativos, mas também tem motivações pedagógicas através da ênfase na personalização e na empregabilidade. Este artigo apresenta uma análise teórica da tendência, propondo novas ferramentas conceituais para mapear as implicações normativas. Embora pareça oferecer perspectivas de viabilidade financeira e maior relevância, a desagregação apresenta alguns sinais preocupantes para as universidades: primeiro, a remoção de possíveis sinergias entre ensino e pesquisa, e entre diferentes modos de aprendizagem; em segundo lugar, o enfraquecimento da capacidade das instituições de promover o bem público e garantir a igualdade de oportunidades; e, em terceiro lugar, a ameaça de hiperporosidade na realização de pesquisas básicas com benefícios no longo prazo.

The Study of Higher Education in the Regions of Kazakhstan: Analysis of Tools and Indicators

This study aimed to analyse the state of higher education in the regions of Kazakhstan based on an integrated approach according to use of statistical methods and aggregation of empirical data. In this study, the focus is on assessing the level of development of higher education institutions in Kazakhstan based on the selected three groups of variables: enrollment in higher education institutions; subjects and objects of higher professional education (number of teaching staff, number of students, number of universities); provision of services (budget, population, enterprises). The research design was divided into three stages: data collection, analysis and recommendations. The data sample from 2010 to 2021 was taken from the annual statistical yearbooks of the Republic of Kazakhstan. In this study based on a comprehensive review of the above variables, it is proposed to conduct an analysis at the following three stages: data collection, definitions of the initial data and evaluation of the time period; sampling of initial data, analysis of collected data and interpretation; description of the results obtained; conclusions and recommendations. The practical results of the study and conclusions can be used by government agencies in the analysis and forecasting of the development of the education system in the region. The data obtained showed that there are differences in the availability of higher education in different regions of Kazakhstan. High rates in the cities of Astana and Almaty may be associated with their status as the capital and the largest city, respectively.

Incidence development strategy for internet in regional higher normal business education institutes

State education institutes are believed as catalyst for the middle-education of any country. In china, many regional higher normal education institutes (RHEIs), such as regional university, be founded from 2000. Some graduate of those regional higher education institutes be the middle-school teacher. Those regional higher education institutes should improving their quality of teaching and learning for their graduate being good teacher. In this paper, we study analyses Internet - based teaching and learning issues at regional higher education (RHE) level and efforts to devise a strategy as solution to those issues as a result. Using normative Delphi method, we discussed internet -based issues and their proposed solutions but also stratified a incidence development strategy which chalks out measures RHE authorities should take in order to properly integrate internets in their RHEIs. It was determined that internet integration in RHE need to be in lined with proper strategy in order to get their true benefits.

INSTITUIÇÕES DE ENSINO SUPERIOR COMUNITÁRIAS: QUESTÕES ATUAIS

Since 2010, the Brazilian communitarian institutions for higher education are not included officially under this designation in the INEP’s microdata, with the extinction of the category “communitarian, religious and philanthropic”. Since then, the Brazilian private’s higher education institutions are classified according to their legal nature: for-profit or non-profit. Nevertheless, the new law 12.881 of 2013, enacted in November 2013, has changed this reality after the approval by the National Congress, establishing the definition and purpose of the Community institutions, and confirming, in particular, their characteristics of non-profit institutions belonging to civil society, and their organization into associations or foundations (BRAZIL, 2013). The recent expansion of the federal and for-profit higher education institutions has directly affected the so far called communitarian institutions, which present differentiated characteristics compared to forprofit private higher education institutions as well as public education. In this article, data and contemporary aspects related to the new scenario of Brazilian higher education are analyzed, with special focus on higher education institutions members of the Association of Community Universities (ABRUC), and were found better performance of these ones in comparison to the private for-profit higher education institutions. The obtained results, combined with the regional impact of the communitarian higher education institutions, justify the importance of these institutions to improve the consolidation of higher education in Brazil.

Entry into public higher education - differences highlighted with UFPE data between open competition and quota students

The Quota Law for Higher Education in Brazil, implemented as in the entry of 2013, was designed to facilitate access for students from public schools to higher education, in universities and federal institutes, and promote social inclusion. The law provided that within ten years, counting from the date of publication, a review of the special program for access to higher education institutions would be promoted. This work seeks to contribute to the analysis of law enforcement, especially by observing admission scores comparing quota and non-quota students. We analyzed data from students entering courses in the Basic Area of Entry (ABI – Engineering), Law and Medicine at UFPE, at Campus Recife, which are courses in different areas of knowledge. To analyze performance in the admission process, based on the SiSU grades, all students entering the aforementioned courses in the period from 2016.1 to 2020.2 were considered, totalizing 5145 students. The results reveal that there is evidence that the SiSU grades of students in open competition are higher than the grades of quota students, for the three courses analyzed (Medicine, Law and ABI-Engineering at UFPE), throughout the study period, namely 2016.1 to 2020.2, and also that among the quota students, those self-declared as black, brown or indigenous entered with lower average grades than the other quota students, in all years.

The article is a theoretical reflection of the particularities of Higher Education in Brazil in the area of Social Work and the demands of the private logic that imposes a professional profile aligned with the neoliberal logic, in the countercurrent the organizations of the professional category have been resisting in the defense and in the guarantee of professional training linked to a profile forged in the last thirty years called the Ethical-Political Project.Therefore, it is concluded that it is essential to apprehend the main trends that involve the inseparable relationship between professional training and professional work.

Proclaimed and Real Purposes of Policies for Regulation of Access to Higher Education in Brazil (1997-2017)

The article aimed to analyze the purposes of educational policies that reformed the last stage of basic education (high school) and higher education in Brazil, between 1997 and 2017, considering the mode of state regulation established in its relationship with access to education Brazilian public superior. Starting from a Marxian theoretical perspective, we undertook descriptive and explanatory research taking as sources the legal provisions enacted in the period that reformed secondary education and higher education in the period established in the study. The analysis of the proclaimed and real purposes of the devices showed that although there are specific regulations for higher education, access to this level is also impacted by policies relating to basic education, especially secondary education, which is why we infer that the regulation of basic and higher education produced in the period calibrates processes of state regulation of access to higher education. The Contradictions of Corporate Governance in Brazilian Higher Education

The expansion of higher education in Brazil in the last three decades, especially in the private sector, has attracted the attention of national and international investors due to its extraordinary potential for profit. Under the influence of neoliberalism, the government's function is increasingly limited when faced with the strong lobby formed by education entrepreneurs, although it still retains an important role in the regulation of higher education. This chapter discusses the emergence of corporate governance in Brazilian higher education and examines the contradictions generated by this new management model. The new model simultaneously exerts great attraction to investors and entrepreneurs due to substantial opportunities for profit, but also provokes rejection by certain stakeholders due to the often devastating consequences on the work of professors and on the quality of education. Despite this worrying scenario, the chapter recognizes that corporate governance also offers space and negotiation opportunities for organized civil society. It is possible to identify whispers of democracy arising from the struggles of some professors and students who seek to expose the voracity of large educational groups in their search for absolute control of the private higher education market in the country. However, since such grassroots initiatives are still very tentative, the chapter highlights that the present moment is ripe for new discussions and initiatives on the subject.

Diversity in higher education in Brazil

This chapter analyzes how diversity has become a central issue of reflection about the expansion and democratization of higher education in Brazil. It begins by establishing a historical context connected to the actions of the social movements (feminists and blacks) in which the issue of diversity emerged as a problem in this country. The chapter presents the most relevant characteristics of higher education in Brazil, and shows how diversity begins to be treated as a matter of public policy by the federal government. It analyzes how the higher education institutions (HEIs) organized themselves to receive diversity, favoring social inclusion and equity and the action of social groups or social movements, in particular at public university, working on diversity. In order to understand how universities have been reacting and organizing themselves to receive diversity in Brazil, some aspects are further analyzed: the administrative structures for student assistance; faculty hiring; diversity at curriculum and the research field.

Emotional Intelligence and Quality of Working Life at Federal Institutions of Higher Education in Brazil

People have prioritized even more the quality of life in the most diverse places of work. Quality of Working Life (QWL) can be analyzed from some indicators and factors that help to evaluate the workplace and the people who work on it. In addition, the personal characteristics also interfere in the QWL perception level. In this context, in this article, the objective is to analyze the emotional intelligence (EI) and Quality of Working Life factors in the professors' work at federal institutions of higher education in Brazil. The data were collected by a questionnaire composed of scales to identify some variables of individual differences and QWL factors. The survey instrument was sent via Survey Monkey to university professors from 16 federal higher education institutions in the Southeast, Midwest, and Federal District. Once downloaded, the data were analyzed using SPSS software version 21. After the analysis, it is realized that EI can be analyzed from five components: well-being, self-control, emotionality, sociability and emotions recognition. It was observed that there are significant correlations between Emotional Intelligence and QWL factors. Furthermore, there are significant relations between the life events, EI and QWL factors.

Associação entre índices de disclosure e características corporativas das Instituições de Ensino Superior Filantrópicas do Brasil - IESFB

The Brazilian government has been making efforts to increase access to higher education, causing the growth of these institutions, especially those belonging to the third sector. Due to its relevance to the country, it must be noted that these organizations have their own attributes, including those related to their level of disclosure. Based on certain propositions of Disclosure Theory, the aim of this paper is to investigate the association between the disclosure level of Philanthropic Institutions of Higher Education in Brazil - PIHEB and some of their corporate characteristics (size, location, leverage, gratuity, tax benefits, and subvention income). The descriptive and quantitative study was developed by analyzing a sample of 146 entities registered with the National Council of Social Assistance - NCSA. For hypothesis testing was developed a multiple linear regression model, based on the study of Gordon et al (2002). As the dependent variable was developed and used the Disclosure Index of Philanthropic Institutions of Higher Education in Brazil - DIPIHEB, measured by the qualitative characteristics of disclosure: (i) overview, (ii) performance of services, (iii) financial performance and (iv) the physical and financial (COY, DIXON and TOWER, 1993). The test results demonstrated a significant association only between the levels of disclosure and corporate characteristics gratuity and subvention income, showing no association between these levels and other variables. Additionally, it was possible to observe that most surveyed PIHEB presented only mandatory disclosure, showing little concern these institutions with voluntary disclosure.
