Abstract

Abstract A new type of resonant magnetoelectric effect of spin-flip tunneling nature and maser with tunneling pumping are considered as methods of coherent quantum paraelectric state (CQPS) investigation in incipient ferroelectrics. It is shown that this effect is very sensitive to static and slow dynamic fluctuations of internal fields and thus may be informative in CQPS study. The possible origin of CQPS is considered on the basis of first order local configurational instability of definite matrix ions with creation of new excited tunnel states and percolation of the tunnel excitation. The probable role of tunneling in CQPS makes the study of such magnetoelectric effect important.
