Abstract

The Twenty-Sixth Congress of the Communist Party of the Soviet Union [CPSU] [in February 1981] summed up the results of the great creative effort by the Soviet people during the Tenth Five-Year Plan [1976-1980], which occupied a worthy place in the history of our Motherland. The country has made progress in all directions of economic and social development. The soviet people are entering the next decade filled with a resolve to make it a time of major new tasks and feats. In the 1980s, as directed in the documents of the Congress "Basic Directions for the Economic and Social Development of the USSR in the years 1981-1985 and the Period up to 1990," the Communist Party plans to continue a consistent implementation of its economic strategy, whose highest goal is steady improvement in the people's material and cultural living standard, the creation of optimal conditions for the development of the individual in every way on the basis of a further increase in the effectiveness of all social production, higher labor productivity, and greater social and labor activism on the part of the Soviet people. An important role belongs to the Soviet school in the realization of these tasks.
