Abstract

A measure of power is defined for a weighted voting game which is based on the probability that an individual is in a winning coalition. It is proved that the Banzhaf index of power is equivalent to this measure. This suggests that the Banzhaf index is the appropriate measure to use when the results, rather than the process of coalition formation, are the important considerations. This article is applicable to decision making in living systems at the levels of the group, the organization, society, or the supranational system.
