Abstract

This study developed a model that can evaluate several logistic policies for metropolitan areas considering individual firm's behavior. The model was developed using a micro-simulation and data from the Tokyo Metropolitan Goods Movement Survey, and the model was applied to firms in the Tokyo Metropolitan Area. This study showed the framework and methodology to predict traffic states for logistic policy evaluation. The model could determine the mechanisms of firms' freight transport, such as decision of delivery frequency and logistic costs. Three policies were evaluated by VKT and NOx before and after policy enforcement.
