Abstract

This paper presents a human capital focused approach to three issues, border security, economic security, and the protection of life from terrorism. Specifically, it addresses how a human capital based approach could aid law enforcement and security services in the fight against jihadist terrorism, help to reduce youth unemployment, and help to reduce economic migration in a manner that benefits migrants and supports development in their countries of origin. Jihadist terrorism was selected over other forms of terrorism as a subject, because it caused many migrants to seek refuge, continues to be a threat to those that have relocated, and is also a threat to EU countries hosting migrants.
