Abstract

Frameworks developed to analyze other political systems can be suc cessfully applied to educational decision-making units. This study reports on the application of Gabriel Almond's model to the proceedings of school board meetings, and the author contends that the functional- systems approach does clarify to a great extent the actual work of school boards.
