Abstract

The Food Acquisition Program (PAA) was instituted by Article 19 of Law no 10.696 and regulated by Decree no. 4,772, both of July 2, 2003. The main characteristic of the PAA in relation to other forms of public procurement is the exemption from bidding, thus, the family farmer is able to sell his products directly, without having to be part of an association or cooperative. . The municipality of Uberlândia (MG) has great relevance for national agribusiness, but on the other hand, there is the presence of family farmers who grow food and trade via institutional markets. PAA is an alternative they find to sell their products and have customers throughout the year. The main objective of the article is to demonstrate how this program was implemented in the municipality and its scope. It was found that over the years, investments in social public policies by the Federal Government decreased, causing a reduction in the number of family farmers contemplated. Even in the face of this reality, institutional markets provide means for family farmers to continue reproducing in the countryside, demonstrating that public policies can be effective and benefit several segments at the same time, from farmers who grow food to people who consume it.
