Abstract

The number of International Branch Campuses (IBCs) increased globally from 72 in 2000 to 263 in 2017. China welcomed international branch campuses from the United Kingdom and the United States. Additionally, it encouraged eight Hong Kong universities to set up branch campuses in the Greater Bay Area. Hong Kong’s branch campuses cannot be fully regarded as international branch campuses but being as a catalyst for higher education regionalization in the Greater Bay Area. Therefore, this paper targets two Hong Kong branch campuses, UIC and CUHK (SZ) in China to explore varying motivations from home campuses, local and central governments, challenges encountered, and the impacts on the Greater Bay Area.
