Abstract

The normalization agreements signed by Israel and four Arab countries in 2020 raised the possibility of a future agreement with Saudi Arabia, on the assumption that such cooperation has the potential for considerable mutual economic benefits. This study reviews the economies of Saudi Arabia and Israel to identify some strengths and weaknesses of the two. It concludes that bilateral cooperation between Saudi Arabia and Israel could have potential benefits for both parties. Israel's open access to the Mediterranean would provide Saudi Arabia with an export route to the European Union and contribute significantly to its economy. Israel's strengths in innovation and hi-tech industries could advance extensive bilateral scientific and economic activities and generate substantial returns for both countries.
