Abstract

Subject. This article analyzes the relationship between the concepts of Sustainable City and Smart City, and the issues of cognitive modeling. Objectives. The article aims to construct a cognitive map of the process of transition of a territorial entity to the concept of Smart City. Methods. For the study, we used cognitive modeling. Results. The article says that the gradual expansion of the scope of use of the achievements of scientific and technological progress will cause an increase in the proportion of organizations carrying out technological innovations. Conclusions. Ensuring the transition from a sustainable city to a smart city is possible by increasing the research and development cost, which will cause an increase in the share of high-tech and knowledge-intensive sectors of the economy.
