Abstract
Tem-se por objetivo, neste texto, apresentar as concepções teóricas de autores realistas como Hans Morgenthau e Raymond Aron e, por meio de uma discussão teórica compreender como a teoria da balança de poder de Kenneth Waltz é a que, acredita-se neste texto, ser a que melhor explica o comportamento e a distribuição de capacidades por parte dos Estados no sistema internacional.
