5. Rule of Law in SAR Macao Since Its Return to China

Abstract

The Macao Special Administrative Region (SAR) legislation is the relatively special constituent in the national rule of system with Chinese characteristic, and is an important part of one country, three scopes of law formed according to the Chinese constitution and the basic laws of Hong Kong and Macao and the implementation of a high degree of autonomy. The SAR government was set up according to law, and five main officials are established: the Secretariat for Administration and Justice, the Secretariat for Economy and Finance, the Secretariat for Social Affairs and Culture, the Secretariat for Security, and the Secretariat for Transport and Public Works. The Macao SAR pays attention to the popularization and publicity promotion of the basic law. The basic has stipulated that, under the assistance and authorization of the Central People's Government, the Macao SAR may make proper arrangements with foreign countries on mutual judicial cooperation relations.
