Abstract

The provision of physical therapist services is profoundly affected by laws and policies. Laws made by legislatures (statutes) at the state and federal levels affect everything from the scope of practice to reimbursement. Regulations at the state and federal levels clarify policies established through statutes. Examples of statutes and regulations relevant to the provision of physical therapist services are given. The basic processes involved in creating statutes and regulations are discussed, along with recommendations as to how physical therapists and physical therapist assistants can impact these processes. The basics of the US judicial system are also addressed, with examples of criminal and civil legal issues particularly relevant to the provision of physical therapist services (fraud, malpractice, professional misconduct, contracts, etc.). Policies of relevant private organizations (such as the American Physical Therapy Association, insurance companies, and employers) and their relationship to laws are also discussed.
