Abstract

This chapter focuses on the relationship between law enforcement agencies and the Security Department. The functions of private security and public law enforcement often overlap, although the relationship between security and law enforcement is usually one of mutual respect and cooperation at the investigative and administrative levels. The key difference between public law enforcement and private security is that law enforcement serves the public sector, whereas Security Department serves a given segment of the private sector. Law enforcement earlier provided the private sector with criminal history information to assist in background investigations, which, however, has been restricted due to the legal decisions on the individual's right to privacy. But these days the police often pass on to security organizations intelligence concerning possible criminal attacks or civil disturbances, offer traffic control support for special events, and accept crime reports from professional security organizations. The police may also assist the Security Department in special enforcement projects concerning general criminal problems. Major investigations often require the coordination of police and security efforts and police assistance is also required to maintain order during labor disputes. The Security Department assists the law enforcement agencies by contributing to criminal statistical data. Private Security Departments arrest and prosecute many offenders each year, providing a form of “tax-free” law enforcement. They also serve as liaisons between law enforcement and the business community, providing the required intelligence and expertise.
