Abstract

Taiwan Provincial Council was established in 1946 and was dissolved in 1998. It lasted 52 years, was the most important communalistic organization in Taiwan. This organization came over different periods from 1946 to 1998. This study attempted to explore the duties of Taiwan Provincial Council in different periods based on official documents. The duties of Taiwan Provincial Council contain four aspects: 1) Giving advice and suggestion to the government officers about political development. 2) Helping people to petition injustice. 3) Interrogating the administration of the Provincial Government. 4) Adopting the resolution of the budget of the Provincial Government. The Taiwan provincial councilors gave advice and suggestion that influence the direction to the government by joining the education or construction or agriculture or civil administration or finance or traffic committee from 1951 to 1998. Some councilors united together to be a counterforce and became an opposition party later on. Most motions of the councilors focused on public policy and interrogated rationally from 1994 to 1998. Therefore Taiwan Provincial Council and councilors played an important role in Taiwan's politics phylogeny.
