Abstract
In 2013, the algae red tide in Pingtan, Fujian Province and the typhoon-induced plastic pellet spill in Hong Kong caught the public's attention. The Bohai Sea oil spill at the Penglai 19-3 oilfield, which occurred in June 2011, had not yet been fully resolved. On October 1, 2012, a preliminary hearing on the lawsuit filed by thirty Chinese fish farmers against ConocoPhillips was held in the Southern District Court of Texas. Even though the Bohai Sea was affected by the Penglai 19-3 spill, the attempts by the fish farmers to seek justice in Chinese courts have failed. The National Energy Administration made an announcement on its website in January 2013, claiming that the National Development and Reform Commission (NDRC) had approved in December 2012 the Overall Joint Development Program (ODP) for Phase II of ConocoPhillips China and China National Offshore Oil Corp (CNOOC) Penglai 19-3 oilfield and Penglai 25-6 oilfield.
