Abstract

Under the recent worldwide spread of COVID-19, the maritime schools need to review the mandatory minimum requirements for issuing a certification of officers through the suspension and resumption of on-board training. The domestic law requires at least one year of sea-going services for graduates of maritime schools to issue a certification of officers, and requires at least six months of on-board training during their sea-going services. However, STCW allows online education methods such as e-learning by approval of the competent authority for one year
