Abstract
This chapter examines the steps necessary to build local disaster response capacity. Considering the recent increase in both frequency and severity of natural and man-made disasters, the need for local disaster preparedness and response capabilities to enhance resiliency is clear. This chapter will also introduce the concept of the Center of Excellence in Disaster Medicine as a way of accomplishing that goal.
